TABC Hires Chaplin as Deputy Executive Director

AUSTIN – The Texas Alcoholic Beverage Commission has named Matthew Chaplin to fill the role of Deputy Executive Director, placing the longtime government attorney as second-in-command behind the agency's Executive Director A. Bentley Nettles.

Chaplin is a veteran of Texas state government, having worked at the Texas Health and Human Services Commission, the Texas General Land Office and the Texas Building & Procurement Commission. While working at the Health and Human Services Commission, Chaplin served as Director of System Contracting, responsible for the development, drafting and review of more than 120,000 legal agreements valued at more than $60 billion. He also worked directly the Texas State Auditor's Office to analyze, plan and implement revamped procurement and contracting practices across the statewide Health and Human Services System.

In addition to supporting TABC's executive director, Chaplin will directly oversee many of the divisions which support the agency's daily mission of upholding public safety and regulating the alcoholic beverage industry.

"Matt's experience as an attorney and as an advocate for the taxpayers will make him an outstanding addition to TABC," said Nettles. "As we begin the Sunset review process, Matt's expertise will be critical in finding ways to increase efficiencies while conducting our vital mission for the people of Texas."

Chaplin earned his bachelor's degree at Tulane University, along with law degrees from the University of Oregon and the University of Washington.

Chaplin, who begins work today, joins two other TABC leadership hires announced this week. Both General Counsel Clark Smith and Director of Business & Revenue Operations Dennis Beal started at the agency September 11.
