EUDL Grants (Enforcing Underage Drinking Laws)

As the designated state administrator for the Enforcing the Underage Drinking Laws (EUDL) Block Grant, the TABC serves as a conduit through which approximately $350,000 per year flows from the U.S. Department of Justice's Office of Juvenile Justice and Delinquency Prevention to various statewide and local initiatives to reduce underage drinking in Texas. The agency uses this funding to support a limited number of agency underage drinking projects and to award grants to Texas non-profits, colleges, and communities.

Enforcing Underage Drinking Laws (EUDL) is the only federal initiative directed exclusively toward preventing underage drinking. The federal program is administered by the Department of Justice's Office of Juvenile Justice and Delinquency Prevention (OJJDP) and involves using strategic goals to reduce the availability of alcoholic beverages to minors, defined as persons younger than 21 years of age, throughout the fifty states, the District of Columbia and five U.S. Territories. Statutory authority for the EUDL Program can be found in Section 504 of the Juvenile Justice and Delinquency Prevention Act, 42 U.S.C. 5783.

Since 2002, the Texas Alcoholic Beverage Commission has been the recipient of the EUDL Block Grant funding. The $350,000 two-year EUDL grant is used by Texas to support activities in law enforcement, educational programs including specialized law enforcement training and innovative methods for reaching youth. Most recently, funding has been used to encourage voluntary compliance from retailers, community members and youth as well as enforce the zero tolerance laws and Alcoholic Beverage Code throughout the State of Texas. Law enforcement campaigns have been conducted to prevent the sale of alcohol to minors and enforce social hosting/3rd party provision laws. Educational and prevention campaigns have been conducted to educate youth on the laws and consequences of underage drinking as well as providing youth with examples of alternative solutions to underage drinking.
