District 5 - The San Antonio District in the Border Region

District 5 consists of 55 counties covering parts of West Texas, the South Texas Plains and the lower Gulf Coast area of the state and shares the border with Mexico, extending from Brownsville to El Paso.

The district's largest city, San Antonio, is home to the Alamo, the famous River Walk, Sea World, Six Flags and the popular 10-day citywide festival known as Fiesta. Some of the best beaches in the U.S. are found here, drawing millions of visitors and tourists to coastal cities such as South Padre Island, Port Isabel, Corpus Christi, and Port Aransas as well as through 21 Ports of Entry on the Texas-Mexico border. These features make the San Antonio District both an important checkpoint for international commerce and a popular Spring Break and vacation destination.

The primary goal of this district's 92 employees is to provide excellent service to the citizens of Texas through its offices in Cameron County, Corpus Christi, Hondo, Laredo, McAllen, New Braunfels, San Antonio, Uvalde and Victoria.

Regional Director Ricardo Jauregui joined TABC on July 26, 1982 as an Agent assigned to the Baytown Outpost Office. Over the past 27 years, Ricardo has been stationed in McAllen, Waco, El Paso, Beaumont and currently San Antonio.

A native of McAllen, Texas, Richard received his BA in Criminal Justice from Sam Houston State University and currently holds a TCLEOSE Master Peace Officer Certification.

Brenda Meyers, Regional Supervisor of Audit and Investigation Division

Brenda Meyers first joined TABC in 2009 as the Assistant Regional Compliance Supervisor for the Austin Region. In 2012, she briefly left the agency to work for the Texas Department of Transportation in El Paso as an Internal Auditor. In July of 2013 Brenda returned to TABC as the Regional Supervisor of Auditing and Investigation Division for the Border Region.

Prior to TABC, Brenda held various leadership positions with the Hospital of the University of Pennsylvania, Lauterbach Borschow & Co, and the Audit Division for the County of El Paso. She holds a Bachelor of Accountancy degree from New Mexico State University and a Master of Business Administration from the University of Phoenix.

Yvette Price, Regional Licensing Supervisor

Yvette Price began her career with the TABC in 1993 as a secretary in Fiscal Services in Austin. She promoted to an administrative technician in 1995 assigned to San Antonio's Enforcement Division. In 1996, she graduated from the Bexar County Police Officer Academy and joined the Live Oak Police Department as a Reserve Peace Officer.

In 1999, Yvette became an Agent in Fort Worth, and performed many additional duties, including acting as Field Training Officer and Education Liaison, and providing licensing oversight. In 2009, she promoted to Licensing Supervisor for the San Antonio Region. Yvette holds a TCLEOSE Advanced Peace Officer Certification.

Lieutenant Larry Linscombe

Lieutenant Larry Linscombe began his career with TABC in 1989 in Galveston where he specialized in subterfuge and source investigations. While in Galveston, Larry was recognized by The Texas Incentive and Productivity Commission for a suggestion that saved over $10,000 per year. In 1993, Larry transferred to the Angleton/Brazoria Outpost. In 2005, Larry was promoted to Sergeant and transferred to Amarillo. In 2008, he moved to the Richmond Outpost. Larry was promoted to Lieutenant in 2009 and was transferred to Corpus Christi.

Larry holds an Associate's Degree from Brazosport College and a Bachelor's Degree in Humanities from the University of Houston – Clear Lake. Larry also holds a Master Peace Officer Certificate and has been a licensed TCLEOSE instructor since 1991.

Lieutenant Raul Albert Salinas

Lieutenant Raul Albert Salinas was hired by TABC in 1998 and was assigned to the McAllen District Office. He also worked in the Cameron County Outpost before being promoted to the rank of Sergeant in 2004 and assigned to the McAllen District Office. He was promoted to Lieutenant in 2012 and transferred to the San Antonio office. Albert is a native of Harlingen and has a Bachelor of Arts in Criminal Justice from the University of Texas at San Antonio. He began his law enforcement career with the Harlingen Police Department in February of 1993 working in the Patrol Division. He was then assigned to the Criminal Investigations Division where he investigated property related crimes. Albert is currently an "A" Class pistol shooter in the United States Practical Shooting Association and regularly represents the TABC in the Texas Police Games shooting events.

Lieutenant Mario Villarreal began his career with TABC in 1996 as an Agent assigned to the Houston District Office. Since then, he has served in various capacities throughout the Texas border region to include the Harlingen Outpost, McAllen District Office and El Paso District Office.

Prior to TABC, Mario was employed as a patrol officer for the Bryan Police Department. He currently holds a bachelor’s degree from Texas A&M University-College Station and a Master Peace Officer Certification from TCLEOSE.
