District 3 - The Houston District in the Coastal Bend Region

The Houston District is located in Southeast Texas and shares a border with Louisiana. Though it may be the smallest of the five districtss geographically – encompassing 34 counties – this region holds one fourth of the state's issued alcoholic beverage permits. Houston is the 4th largest city in the United States.

The Houston District currently includes a staff of 106 regulatory, legal and licensing personnel, and it has offices located in Beaumont, Bryan, Conroe, Dickinson, Houston, Huntsville, Lufkin, Richmond, Sealy and Wharton.

Marc Decatur, Regional Director

Regional Director Marc Decatur began his career with the TABC in 1996. Prior to working for the Commission, Marc was a police officer with duties in traffic investigations, tactical unit, narcotics investigations, and general investigations as a detective. During his tenure with TABC, Marc has been assigned to offices in Brazoria County, Galveston County, El Paso, McAllen, and Houston. In March 2013 Marc was promoted to Major of the North Texas Region. He has a Bachelor of Science Degree in Organizational Leadership and has been awarded a Master Peace Officer by the Texas Commission on Law Enforcement Standards and Education.

Nicole Phillips, Regional Supervisor of Auditing

Nicole Phillips began her career with TABC in 2008 as an auditor and was promoted to Compliance Regional Supervisor in 2013. Prior to TABC, Nicole gained experience working for private industry energy companies as well as working five years with the Texas Workforce Commission initially as a recruiter, and leaving as an auditor. Nicole has a Bachelor of Business Administration degree in Accounting and a Masters degree in Finance from Texas Southern University in Houston Texas. She holds both a basic Instructors certification from the Texas Commission on Law Enforcement Officer Standards and Education and a Certified Fraud Examiner certification. She is an active member of Alpha Kappa Alpha Sorority Inc, and enjoys participating in community educational projects.

Donny Betts, District Supervisor of Auditing

Donny began his career with TABC in March 2006 as an Accounts Examiner in Licensing. He was promoted to an auditor with the Compliance division the following year. Donny has served on the Tri-Regional Workgroup since its inception. Prior to accepting a position with TABC, Donny worked for Chase Bank as a Portfolio manager over the Real Estate Owned, foreclosure and Claims department. He also worked with General Electric Capital as a manager of a Real Estate owned Trust portfolio overseeing four sub-servicers located in Cherry Hill, NJ, San Bernardino, CA, Tampa, Fl and Houston, TX. In addition, Mr. Betts has also worked with the Federal Deposit Insurance Corporation as a Commercial Credit Analyst serving as the Asset Manager in Charge of the closing and asset transfer of several banks within the eastern region of the United States.

Donny has a Bachelor of Science degree in Marketing from Florida State University and a Masters of Business Administration degree with an emphasis in Finance from Texas Southern University. Donny is a Certified Fraud Examiner, holds a Basic Instructors license from TCLEOSE and is a licensed Realtor.

Dick Wills, Regional Licensing Supervisor

Dick Wills began his career as a TABC auditor in 1981. In 1986, Dick left the agency and went to work for IDS/American Express as a financial planner. Dick also worked in the retail/manufacturing sector as a business owner for 17 years. In 2006, he returned to TABC and was promoted into management. Dick is a proud member of Boy Scouts of America and obtained the rank of Eagle Scout. He was Honorably Discharged from the Marines where he served as an MP, and held a top security clearance as forward security at the Advanced Underwater Weapons Complex at NNAS.

Dick earned his Bachelor of Science in Business Administration, and completed some Masters level work. He has attended the Governor’s Center for Management Development as well as attended universities in Israel, England and Mexico. Dick completed his Basic Peace Officers Training at the University of Houston where he was elected Captain of his class, and received top honor graduate, and top physical fitness awards. He is a commissioned peace officer and holds a basic instructors certificate.

Lieutenant Randy Chatham

Randy Chatham joined the Texas Alcoholic Beverage Commission in January 2003. During Randy's tenure with TABC, he has been stationed in Galveston, South East Harris counties and Amarillo. He served as an agent in the Galveston County office from January 2003 to December 2010. In December 2010 he was promoted to Sergeant and transferred to the Amarillo office. He was promoted to Lieutenant in 2013 and transferred to the Houston office. Randy started his law enforcement career with the Galveston County Sheriff's Office in November 1991 and left as a Sergeant assigned to the Criminal Investigations Division working with the Galveston County Narcotics Task Force.

Randy earned a Bachelor of Science Degree in Criminal Justice from the University of Houston-Downtown. He holds a Master Peace Officer Certificate and Instructor Proficiency Certificate from the Texas Commission on Law Enforcement.

Lieutenant Ryan Decuire Ryan began his law enforcement career with the Galveston County Sheriff's Office in 1998. He left as a Sergeant in 2002 to work for the TABC where he was assigned to the Galveston Outpost. In October 2009, Ryan was appointed as an Acting Sergeant in the Houston Office. He was promoted to Sergeant in December 2009 and supervised agents in Galveston County and southern Harris County. He was promoted to Lieutenant in 2012. Ryan earned his Bachelor's Degree in Mathematics from the University of Houston – Clear Lake.

Lieutenant Jeff Taylor currently has 26 years of law enforcement experience. He began his career with TABC in 1998 after completing the New Agents Academy and was initially assigned to the Houston Region. Jeff transferred to the Longview District Office in 1999 where he remained until he transferred to the Nacogdoches Outpost in 2001. He then promoted to Sergeant in 2006 assigned to the Conroe office and remained there until 2008. He then transferred to the Longview District Office. After an agency reorganization in October 2011, he was assigned to the Lufkin Area Office. He was promoted to Lieutenant in 2012.
