District 3 - The Houston District in the Coastal Bend Region

The Houston District is located in Southeast Texas and shares a border with Louisiana. Though it may be the smallest of the five districtss geographically – encompassing 34 counties – this region holds one fourth of the state's issued alcoholic beverage permits. Houston is the 4th largest city in the United States.

The Houston District currently includes a staff of 106 regulatory, legal and licensing personnel, and it has offices located in Beaumont, Bryan, Conroe, Dickinson, Houston, Huntsville, Lufkin, Richmond, Sealy and Wharton.

Randy Field, Regional Director

Regional Director Randy Field began his career with the TABC in June 1989 and attended the Harris County Sheriff's Academy. Randy was stationed in El Paso as an Agent from September 1989 until December 1994 when he received a transfer back home to Bryan. Randy worked in the Bryan Office as an Agent until March 2008, when he was promoted to Sergeant. He was promoted to Lieutenant in 2012. Randy was appointed as the Interim Major for the Coastal Bend Region in October of 2012. In March 2013 Randy was promoted to Major of the Coastal Bend Region. Randy graduated from Texas A&M University in 1988 with a Bachelor of Science Degree in Agricultural Economics.

Nicole Phillips, Regional Supervisor of Auditing

Nicole Phillips began her career with TABC in 2008 as an auditor and was promoted to Compliance Regional Supervisor in 2013. Prior to TABC, Nicole gained experience working for private industry energy companies as well as working five years with the Texas Workforce Commission initially as a recruiter, and leaving as an auditor. Nicole has a Bachelor of Business Administration degree in Accounting and a Masters degree in Finance from Texas Southern University in Houston Texas. She holds both a basic Instructors certification from the Texas Commission on Law Enforcement Officer Standards and Education and a Certified Fraud Examiner certification. She is an active member of Alpha Kappa Alpha Sorority Inc, and enjoys participating in community educational projects.

Lieutenant Ryan Decuire

Lieutenant Ryan Decuire Ryan began his law enforcement career with the Galveston County Sheriff's Office in 1998. He left as a Sergeant in 2002 to work for the TABC where he was assigned to the Galveston Outpost. In October 2009, Ryan was appointed as an Acting Sergeant in the Houston Office. He was promoted to Sergeant in December 2009 and supervised agents in Galveston County and southern Harris County. He was promoted to Lieutenant in 2012. Ryan earned his Bachelor's Degree in Mathematics from the University of Houston – Clear Lake.

Lieutenant Jeff Taylor currently has 26 years of law enforcement experience. He began his career with TABC in 1998 after completing the New Agents Academy and was initially assigned to the Houston Region. Jeff transferred to the Longview District Office in 1999 where he remained until he transferred to the Nacogdoches Outpost in 2001. He then promoted to Sergeant in 2006 assigned to the Conroe Office and remained there until 2008. He then transferred to the Longview District Office. After an agency reorganization in October 2011, he was assigned to the Lufkin Area Office. He was promoted to Lieutenant in 2012.

Lieutenant Tana Travis began her career as an agent with TABC in 1989 in Amarillo after graduating from the Harris County Sheriff's Department Police Academy. After spending six years in Amarillo and starting her family, she moved to Fort Worth where she spent the next 13 years as an agent. In 2006, Tana was recognized by the agency as "The Most Visible Agent" for her work as coordinator on many Shattered Dreams programs. In 2008, Tana promoted to Sergeant and was briefly stationed in Dallas. After the Dallas and Fort Worth offices combined, Tana worked as the liaison between licensing, compliance and enforcement in Arlington. She was promoted to Lieutenant in 2012 and moved to the Houston office.

Tana has over 25 years of state service having come to the TABC from the State Board of Pardons and Paroles. She continues a family tradition of TABC employment as her grandmother, America Cook, retired as a secretary in the Amarillo office after 32 years of service. Tana is also the Vice President for the Retired TABC Officer's Association and has become a collector of old agency memorabilia acquiring such items as badges used in the 1950's and original tax stamps issued in the 1930's
